I expect that suffers from a visitor from abroad, sometimes with shortness of breath during the night. It is, I believe, is not entitled to take the supply of emergency oxygen with him when he flies, so I'd like some in the house, just in case.

I think you have directly with the companies dealing with oxygen supplies at home (except in Scotland or Northern Ireland).
You need to talk with your doctor about them that you sign a consent form, send it to your doctor, your data, though, as it relates to a visitor from another country, I'm not sure.
